LATEST COVID-19 DEVELOPMENTS: * Australia will halve international arrival caps until at least next year over fears of a highly contagious coronavirus strain which has plunged 12 million people into lockdown. * The number of people allowed to enter the country each week will fall from 6070 to 3035 after premiers sounded the alarm over the Delta variant. * The reduction starts July 14 and there will be more government-facilitated flights to bring returning Australians to the Northern Territory's Howard Springs quarantine centre. * Prime Minister Scott Morrison outlined a four-phase reopening strategy linked to vaccination rates after Friday's national cabinet meeting of federal, state and territory leaders. * That included agreement that lockdowns be used as a last resort and trialling of home quarantine for fully vaccinated overseas arrivals. * The later phases would involve letting more people enter Australia, treating coronavirus like other infectious disease including the flu then reaching the "back to normal" mark. * The government is still hopeful of offering all people over 16 a jab by the end of the year, despite just eight per cent of people being fully vaccinated. * A public health alert is being issued for parts of the Sunshine Coast after a new locally acquired coronavirus case, a man in his 50s, was identified. * The man was in the community and potentially infectious for two days before the lockdown began, at his workplace, and briefly during lockdown. * He works at the Sippy Downs campus of the University of the Sunshine Coast and was at work on June 28 and 29. * Most residents of the southeast, and everyone in Townsville and on Magnetic and Palm Islands in the north, came out of a three-day lockdown at 6pm on Friday. * But those living in Brisbane and Moreton Bay local government area will have to spend an extra 24 hours at home and Premier Annastacia Palaszczuk hasn't ruled out a further extension. * More than two million West Australians will be freed from lockdown despite one new local coronavirus case being detected. * Premier Mark McGowan on Friday confirmed the four-day lockdown in Perth and the Peel region will end as scheduled at 12.01am on Saturday. * The Northern Territory's COVID-19 lockdowns ended at 1pm on Friday in Greater Darwin and Alice Springs, but residents will have to wear masks and socially distance in public for seven more days. * The next few days in NSW are "critical" as the state continues to record new COVID-19 cases in people who have been infectious in the community. * Premier Gladys Berejiklian on Friday said she was relieved local case numbers had not significantly spiked in recent days, but authorities wanted to see a rise in the proportion of new cases already in isolation. * She has encouraged her state's residents to dob in those who fail to comply with stay-at-home orders amid Greater Sydney's lockdown. * NSW Police have issued 75 infringement notices in 24 hours to people failing to adhere to lockdown rules. * Tasmania will tighten coronavirus check-in measures at businesses and other venues and maintain a cautious approach to easing border restrictions. * Aged care providers have warned of a coronavirus blind spot if community workers are not included in a vaccine mandate. * Catholic Health Australia, which represents residential and home-based aged care providers, says 150,000 aged care workers who care for one million older Australians living in the community are not covered in the government's priority category. * Anti-vaxxers have been told to keep their "tinpot theories" to themselves after a protester threatened staff at a Melbourne centre administering the jab. * Health Minister Martin Foley said that an anti-vaxxer barged into a COVID-19 vaccination centre at Cranbourne in the city's outer southeast on Friday morning and made "threatening remarks" to nursing staff.
