NSW Deputy Premier Andrew Stoner painted the budget as the "best one ever" in this term of government.

The Nationals Party leader and Regional Infrastructure and Services Minister said the budget was a win for the regions and farming families.
Ahead of the March election, Mr Stoner said he had a "fantastic team of local champions" working hard in their electorates.
"John Barilaro in Monaro has been campaigning for the past three-and-a-quarter years," he said.
"So has Adam Marshall in Northern Tablelands - he's the Energiser bunny.
"They are supported by a government delivering benefits to NSW."
Mr Stoner said he was negotiating with Premier Mike Baird for four Nationals seats in the Upper House.
"Currently we're horse trading on that," he said.
"We've still not finalised the Coalition agreement between the Nationals and the Liberals. We don't want to see a three-cornered contest on a sticky Upper House ticket.
"I want a winnable position for John Williams, who gets displaced out of the redistribution. He is a very effective MP for western NSW."
Mr Stoner said the Nationals lost the seat of Lachlan in the previous reshuffle and lost another seat in the redistribution before that.
Mr Stoner was candid about the recent stoush following the redistribution of the seat of Burrinjuck, held by Katrina Hodgkinson.
Ms Hodgkinson and Goulburn's Pru Goward both hoped to gain preselection for the new seat of Goulburn.
He said there had been "some very tense moments".
However he said of the pair: "They love each other. They blow kisses to each other in Cabinet. I'm being facetious.
"Two-thirds of the seat of Burrinjuck will be in the seat of Goulburn while two-thirds of the population of Goulburn will be in the seat of Goulburn.
"They both had legitimate claims. They are both very highly qualified ministers and women.
"We had a solution in the end."
Ms Hodgkinson has been preselected for Cootamundra.
